EPA regional office finds draft EIS insufficient for two big pipe projects

A regional office of the Environmental Protection Agency has found the draft environmental impact statement for two sizable expansion projects, one by Columbia Gulf Transmission and another by Columbia Gas Transmission, to be insufficient. At issue are Columbia’s Leach Xpress (CP15-514), proposed last June to add about 160 miles new pipeline and about 143,000 hp of compression in West Virginia, Pennsylvania and Ohio, increasing capacity by about 1.53 million Dt/d; and Columbia Gulf’s Rayne Xpress (CP15-539), proposed in July to add 51,800 hp of compression at two stations and modify a regulation station in Kentucky to send an additional 621,000 Dt/d of Appalachian natural gas south to the Gulf Coast.
