One Hundred and Twenty Fourth Report on Action taken by Government on the Recommendations/Observations of the Department Related Parliamentary Standing Committee on Commerce on Rubber Industry (Continued from June 2016 issue)

3.1 The Committee is of the opinion that the Rubber Board has been assigned a very important task of development of rubber whose strategic importance cannot be overemphasized. It touches the life of every one is a strategic industrial raw material. Given the importance of rubber as an industrial raw material and an employment multiplier, it is surprising that there has been no full time Chairman of Rubber Board since 4th September, 2014 and the position of Rubber Production Commissioner has also beenlying vacant since 10th September, 2014. The Committee is further perturbed to note that the Board is still to be reconstituted even after the expiry of the tenure of the Board on 28th February, 2014. The Committee also notes that the post of Secretary,Rubber Board is lying vacant for more than a decade and in house officials of the Rubber Board have been acting as Secretary in additional capacity. The Committee takes a serious view of the lackadaisical approach of the Government on the matter, more so, when the rubber industry is undergoing a rough patch in present times with decline in rubber production and its price and there is an urgency to give direction to the industry by addressing present concerns. The Committee recommends that a full time Chairman for the Rubber Board may be appointed at the earliest and the post of Rubber Production Commissioner may also be expeditiously filled by a suitable candidate apart from taking necessary steps to appoint a regular Secretary in the Board. It hopesthat the Board would be reconstituted in the interest of overall development of the rubber industry in the country within three months of the presentation/laying of this Report. (Para 3.4)
