Panama Canal Affects

In my last column, I noted that some observers were suggesting that the referendum to be conducted in Panama in late October might not be a slam dunk, as proponents were predicting. However, the proposals passed in a near-landslide. While the Panama Canal Authority would like to open the third set of locks by 2014, the centennial of the present canal, it appears likely that it won't be completed until 2016 or possibly 2017.
