As the third-largest city in Los Angeles County, Glendale needed a blight prevention education program. The number of complaints to the Neighborhood Services office was on the rise. Long-time residents were reporting more symptoms of blight, such as deteriorating housing stock, and graffiti, trash and debris in the public rights-of-way. As Glendale's population increased by 60,000 during the past 20 years, so too had population density. The city's housing stock was aging, and the need to prevent and eliminate slums and blighted areas was clearly evident. Neighborhood Services (NS) saw the need to foster the same sense of neighborhood pride and civic responsibility in new residents that already existed among Glendale natives.
