Local services, infrastructure and a community's quality of life are interwoven. When public services such as fire and police protection, libraries and parks are cut, the quality of life diminishes. When road maintenance is deferred, services are often negatively affected, and residents have to cope with difficult and sometimes hazardous driving conditions. Communities throughout California have felt the impact of such cuts during the past 12 years as the state has raided local funds and local budgets have been stretched thin.
