There are no technology constraints to achieving water security for Australia. There is no shortage of available finance. Indeed by comparison with many countries there is no overall shortage of water in Australia. Rather, our institutional arrangements no longer meet the needs for effective sharing and managing the available water resources. The roadmap proposes strategies to make existing supplies go further and at the same time meet future needs through a partnership approach to risk sharing and a portfolio approach to implementing accelerated reform, including: 1. Robust (and operationalised) measurement, allocation, trading and accounting systems. 2. End use efficiency & demand management standards, products and systems. 3. New water sources and storage lacilities, including: 3.1 Use of aquifers, 3.2 Rainwater and storm water harvesting in urban areas. 3.3 Use of recycled water for non-potable uses. 3.4 Use of highly treated recycled water for potable use. 3.5 Desalination.
