The release of the Guide to the proposed MDBP was accompanied by a mixture of outcry and hostility in some quarters, informed criticism in some media, and support-possibly with the caveat that it doesn't go far enough-from others, most notably the Australian Conservation Foundation. The Guide proposes reductions in diversion limits of up to around 40 per cent in some river catchments to achieve sustainable environmental improvements. In Victoria, for example, to support achieving an additional 3000 GL/y for the environment across the Basin requires reductions of between 28 per cent and 40 per cent in the Ovens, Goulburn-Broken and Loddon catchments. If greater environmental gains are to be made, reductions in sustainable diversion limits of between 37 per cent and 45 per cent would be necessary.
