THE EFFECTS OF ECONOMIC RESTRUCTURING ON CHINA'S SYSTEM FOR FINANCING TRANSPORT INFRASTRUCTURE

摘要

Since the late 1970s, the Chinese government has introduced new measures based on a Beneficiary- Pay System for financing transport infrastructure. In this paper, first were review the changes in the system for Financing transport infrastructure over the last 50 years in China and analyze he characteristic of the current System. Second, we compare the Chinese Beneficiary-Pay System with those implemented in the U. S. and Japan. Finally, we highlight several problems in the present Chinese system, focusing mainly on the Benefi- Ciary-Pay System, and derive possible solutions for them.
