There is a groundswell of professional opinion claiming that the only way to deliver a large new settlement is through public sector intervention, ensuring the early delivery of essential infrastructure and preventing land-banking. But there is another way, and O&H Properties' experience at The Hamptons, Peterborough is testament to what the private sector can achieve. O&H is a privately owned property company, predominantly focused on a city centre investment portfolio. In March 1998, it purchased a 10,000 acre land portfolio from the Hanson Brick company which included a variety of assets across England. A 3,000 acre site of a former brickworks and brickpits on the southern edge of Peterborough formed part of the portfolio. The Hampton township had been granted outline planning permission for 5,200 homes in 1993 by both Peterborough City Council and Huntingdonshire District Council. It was to be Peterborough's fourth township, originally planned as part of the third wave of the nationwide New Towns programme.
