What does RPS C23 allow? Provided the EA has agreed to its use, the statement allows orange bag and containerised infectious waste, offensive hygiene wastes, wiping cloths and other such materials to be burned in a conventional energy-from-waste plant, rather than destroyed via high-temperature incineration. It may only be exercised if the waste producer has no other route for disposal. Various other conditions apply, such as ensuring the extra waste types do not worsen emissions or change the composition of bottom ash.
