Technology teachers in the American northwest have reacted to the convergence of three essential facts. First, as cited in the National Association of Manufacturers' (NAM) white paper, "Keeping America Competitive―How a Talent Shortage Threatens U.S. Manufacturing," American manufacturing competitiveness relies "less on cost than on product design, productivity, flexibility, quality and responsiveness to customer needs." To achieve these, "...employees at all levels must have the wide range of skills required to respond to the demands of an increasingly complex environment." Secondly, a great number of the area's potential employers are high-tech manufacturers driven by the Boeing Company's need for myriad parts suppliers with high-tolerance production capabilities.
