Jesse Wilson, Pacific Partnership 2011 mission commander, calls a "whole-of-several-governments" approach to preparing for natural disasters and humanitarian crises.The amphibious transport dock ship USS Cleveland left its homeport in San Diego March 21 to kick off this year's Pacific Partnership, an annual humanitarian and civic assistance mission led by U.S. Pacific Fleet.
