PEER REVIEW-EXPERIENCE AT NATIONAL AND EUROPEAN LEVEL

A leading authority in the field of academic quality assessment and quality insurance, Professor Becher, 1989, characterizes the mechanism of peer review in a way which illustrates adequately both the strength and the weakness of that institution. He writes: "most of those who advocate parliamentary democracy as a method of government are prepared to acknowledge its manifold weaknesses: their defence of it rests on the claim that there is no preferable substitute. So too, it can be argued, the exercise of peer group judgement must be tolerated, for all its admitted faults, because no one has yet come up with an approach for academic evaluation that would not be discernibly worse".
