After an 'encouraging' autumn last year, punctuality at Virgin Trains has deteriorated 'and is again clearly unsatisfactory' according to ORR's Network Rail Monitor for Quarter 3 of 2009-10. According to ORR, continuing unreliability of NR assets is the primary cause of the 'high levels of delay'.rnDespite NR's deployment of special rapid-response teams, failing axle-counters and signalling power supplies are continuing to delay services. While not mentioned by ORR, the long-standing unreliability of the HPSS points continues and is currently defying conventional reliability improvement programmes. New failurernmodes are continuing to emerge as remedies are applied to existing problems.
