On March 23 ORR lifted the prohibition notice issued to West Coast Railway Co Ltd, enabling the company to resume operation of steam charters and other services on Network Rail. ORR had served the notice on February 17, following a review of WCRC's safety certification prompted by a number of incidents in 2015. Announcing its decision, ORR said that it had demanded, and received evidence of, 'assurances that steps have been taken' to remedy the issues identified by its investigation. These included: the introduction of clearer governance structures with proper accountability for safety; more robust risk assessments; and 'enhanced processes for managing staff, with a focus on safety culture'.
