Robert napier, chairman of the Homes and Communities Agency, this week defended the role of the 'super-agency'in meeting government housing targets, but said it was hampered by a lack of available funds. Napier said the agency, which comes into operation on 1 December, should be taking advantage of thedownturn in the residential market but was hamstrung by the shortfall in the public sector's finances.'The public sector should be taking a counter-cyclical approach and we should be buying land,' he said.'It is ridiculous that we don't have the money to do so. We are in for very difficult times.
