Coal plant operators have reasonably accurate knowledge of how much coal they are burning in any individual boiler, either by testing to determine the exact unit heat rate, or measuring the rate at which their coal bunkers empty over time. In many plants they may also know the amount of coal being fed to an individual coal mill, either by calibrating the feeder or using load cells on the feed.
