Policing in most Latin American countries meets with enormous challenges. Most of them are due to unsolved political and social problems. In a number of studies these challenges and the way the police meet them are analysed. The notion of âgarbage can decision-makingâ is used to seek an explanation for the disappointing results of the reform efforts reported in most studies and to analyse the way police deal with the impossible situation they find themselves in.
