Just when they looked ready to become tidy, the status of deregulation issues concerning the UK National Transmission System (NTS) and Pipelines Act of 1962 may be up in the air again. The culprit this time is the British electoral process. At press time, Prime Minister John Major (Conservative) had called a parliamentary election for May 1, 1997. From a timing standpoint, this date could not be worse in terms of its potential impact on the above issues. This is especially true because the Labour Party remained far ahead in the polls. If, indeed, there is a change of government, then these issues may be subject to further review and alteration, further delaying final resolution.
