PPROBLEM TO BE SOLVED: To provide a method of managing an official document using a ground tint pattern watermark, which uses an official document to identify a person who applies for issuance of the official document and verify whether the official document is altered or not. PSOLUTION: An official document issuance application-printing system 3 applies for issuance of an official document including an electronic signature to be acquired from an electronic certificate storage medium 32, to an official document issuance system 2 (system 2). The system 2 makes a request to verify the electronic signature, to a public personal identification system (system 1). When the verification is successful, the official document including the electronic signature and an electronic official stamp of the system 2 as the ground tint pattern watermark is issued and printed. In addition, in order to verify the printed official document, an official document receiving system 4 (system 4) transmits the image data to the system 2. The system 2 verifies the electronic official stamp in the image data, and makes a request to verify the electronic signature in the image data, to the system 1.
