Labor: Proposed rules could help franchisors

The Department of Labor’s proposal to change its rulesfor “joint employers,” could be a boon to franchisors,according to industry trade groups.The DOL’s effort comes three months after a federalappeals court ruled that the National Labor Relations Boardwas overbroad when interpreting regulations on when abusiness and its franchisees are joint employers.
