The recent series of site preparation works at Hinkley Point C are nearing completion. These include earthworks, drainage works and culvert construction, concrete production facilities and welfare facilities along with roadworks to the site. EDF Energy have said that the next phase of onsite work, and associated developments, will require a substantial increase in spending levels, and will begin as soon as the final investment decision has been made. Horizon has recently appointed David Stearns as the business development director, to lead the development of Horizon's business strategy and co-ordinate delivery of the plans to ensure successful progression of the Wylfa Newydd and Oldbury projects. Horizon has said that Stearns will be responsible for negotiating key commercial agreements, including contracts for difference, funded decommissioning programmes and the financing arrangements, including HM Treasury-backed infrastructure UK guarantees.
