It was tony blair who led his Labour Party to victory again. And it was Blair who was returned to office for a third consecutive term as prime minister, an unprecedented feat for Labour. But the real winner in last week's British election was Gordon Brown, Blair's 54-year-old chancellor of the Exchequer and presumed successor. Now the dueling ambitions of these two men—one out to burnish his legacy, the other anxious to succeed to power—may well collide. "We're entering some very choppy waters," a government minister told NEWSWEEK, "and none of us knows exactly where we'll come out."
