It is essential to set in train a permanent, trained and available structure for conducting military operations, even if it encounters fierce opposition. Such opposition will have to be overcome if Europe is to play its part on the changing international scene.%Une défense européenne crédible ne peut faire reposer sa capacité à planifier et conduire ses opérations sur le bon vouloir d'un pays ou des accords peu satisfaisants avec l'Otan. La mise sur pied d'une structure pérenne, entraînée et disponible pour conduire des opérations militaires est indispensable même si elle rencontre de vives oppositions. L'Europe a besoin d'un état-major permanent pour penser et conduire ses opérations.
