District councils across the land, as main planning authorities, promoters of growth and guardians of communities, are fully prepared to play a full part in delivering the housing growth at local level which is rightly seen as crucial for national economic vitality and individual self-esteem. Latest figures indicate district level authorities grant 88% of all planning applications - which should be sufficient proof of our commitment. In an ideal world, there should be no significant obstacles in the way of this common ambition. The chancellor's summer Budget announcement to cut social housing rents by 1% over the next four years from April 2016 could put the brakes on what had been increasing momentum.
