A trustworthy start

It is rapidly becoming commonplace to argue that one of New Labour's greatest failings has been its inability to forge a stable and productive relationship with local government. And last week's White Paper has not done much to counter that argument. For all secretary of state Ruth Kelly's claims of a 'new settlement', the paper did not radically shift much in the way of powers or finances to the local level.
