摘要

Cyber, the so-called 'fifth dimension' of modern warfare, after land, sea, air and space, has a pervasive and persistent effect across every domain of the defence and - especially - the security domains. Much has been written of the effect on capabilities evolution for systems and the impact on training and recruitment. Much, also, continues to be discussed behind closed doors and in smoke-filled committee rooms as to the exact nature of the required response and the manner in which generating that response will become an inevitable compromise between desired effect and available budget. Recently, however, two unconnected events prompt recognition of the diverse effects that preparation for cyber warfare may have on areas as distinct as the industrial supply chain and advanced technology research.
