The position of national guard bureau chief gained new authority and influence under the National Guard Empowerment Act of 2008. The former three-star billet has been elevated to four stars to provide more firepower in pressing for programs and budgets on behalf of the Army and Air National Guard. Gen. Craig R. McKinley, USAF, is the first four-star officer to lead the bureau, which now is a joint DoD activity rather than an Army-run entity. McKinley became the nation's most senior Guard officer in November 2008, tasked with developing and coordinatingrnpolicies and programs for more than half a million Guard personnel.
