For 100 years, though, the Regional Plan Association (RPA) has produced intriguing, thoughtful proposals for the New York, New Jersey, and Connecticut region, analyzing its state, finding the challenges, and coming up with ideas to address them. The first Regional Plan was in 1929, an era of bridled optimism; the second, in 1968, came amid confrontation and suburban flight; the third, in 1996, recognized the region's vulnerability to financial markets and foresaw the outsized impacts that the flows of global capital would have on the city and its shape.
