While many intelligent professionals are ca- pable of designing sophisticated structures or resolving intricate construction problems, those same individuals are mystified by the concept of risk allocation. Even though risk al- location is much simpler than many of the tech- nical concepts we deal with routinely, the com- bination of unfamiliar jargon with a lack of experience in thinking explicitly about risk makes it seem complicated. Risk allocation is simply distribution or apportionment of the risks associated with bringing a particular pro- ject from conception through completion.
