In this paper, 52 domestic airports in China from 2014 to 2017 are used to analyze, the dynamic efficiency of China's airports under the country's new normal economy, based on the three-stage data envelopment analysis (DEA) method. Our empirical results show that the overall efficiency of airports in China grew steadily during this period, and that the development of small airports is the most remarkable. The problem of declines in sustained technical efficiency in China's airports has been significantly improved, but there are still some inefficient airports in the country because of unreasonable allocation of resources. According to the dynamic efficiency and productivity of the airports, we divide them into four types and put forward corresponding suggestions. Our findings lead to the following recommendations. First, that China's high-efficiency and positive-productivity airports should adopt a targeted market strategy to maintain their leading position. Second, the airports that demonstrate low-efficiency and negative-productivity should improve the operation rate of their existing resources and technologies. Third, the airports with high-efficiency and negative-productivity performance should adopt advanced technologies. Finally, we recommend that airports in China that show low-efficiency and positive-productivity maintain their state of resource development and utilization under the existing technology.
