Rule-of-law states must constantly ensure that no single individual, agency, or institution of government transcends the law. All citizens enjoy equal protection under the law against any arbitrary exercise of government power that would deprive them of life, liberty, or property. This crucial distinction differentiates autocracy from nomocracy, underpinning the concept of freedom in a rule-of-law state.
