Lacking Effective Collaboration

Matthew Aid starts with a fairly limited objective in his new book, Intel Wars, and ends with that objective fulfilled, albeit with an unsatisfactory finding. He concludes that the various elements of the U.S. Intelligence Community (IC) are not working together to produce the high-quality intelligence necessary for White House use in making clear decisions; that U.S. policymakers are not reading whatever accurate assessments do reach their desks; and that they are not making good policy decisions based on the intelligence.
