LA ACCIÓN COLECTIVA V LOS MOVIMIENTOS SOCIALES CAMPESINOS EN AMÉRICA LATINA

Este trabajo tiene como objetivo una aproximación teórica a la acción colectiva y los movimientos sociales para el abordaje de los movimientos campesinos por la defensa del territorio y el desarrollo rural. Haciendo una revisión somera de los conceptos de acción colectiva y movimiento^ social, se revisan los postulados centrales de la teoría de los Nuevos Movimientos Sociales (NMS), destacando su origen, y sus definiciones de forma y contenido de dichos movimientos. La crítica se centra en el cuestionamiento del predominio de los aspectos de orden cultural que hace esta corriente, y en la diferenciación de los movimientos sociales en Europa y América Latina, en cuanto a reivindicaciones, formas orgánicas y repertorios de acción co- lectiva. En cuanto a los movimientos sociales campesinos se señala que la lucha por la tierra sigue apareciendo en el centro de ellas transformada en la concepción de territorio bajo su ocupación y defensa, sin menoscabo de otras demandas de orden cultural, y esto ocurre fundamentalmente como respuesta a una nueva oleada de privatizaciones en América Latina que se orienta particularmente sobre los recursos naturales y estratégicos. En ese sentido, los movimientos sociales campesinos actuales son respuesta a cambios de orden estructural, pero su accionar específico y su posible efecto social están inscritos en la dinámica política, en la que, intuitiva o explícitamente, expresan y exigen una nueva modalidad de desarrollo para el campo.%This work attempts a theoretical approximation to collective action and social movements, so as to approach the farmers' movements for the defense of their territories and rural development. In a brief review of the concepts of collective action and social movements, the central postulates of the theory of the New Social Movements (NSM) are revised, underscoring its origin, definitions of form and contents about such movements. Criticism is centered on the questioning of the predominance of aspects of cultural order in this theory, and on the differentiation of social movements in Europe and Latin America regarding claims, organic forms and repertoire of collective actions.rnConcerning farmer' social movements it is pointed out that the fight for land continues to be in their center, transformed in the concept of territory under their occupation and defense, without impairing other claims of cultural order. This takes place fundamentally as a response to a new wave of privatizations in Latin America, which is oriented in particular to natural and strategic resources. In this sense, current farmer's social movements is a response to changes of structural nature, but their specific actions and their possible social effect are inscribed in political dynamics, where, intuitively or explicitly, they express and demand a new development modality for the countryside.
