During the past 30 years the volume of chemical products moved by sea has increased immensely, as has the number of ships serving the trade. Technical advances have been introduced, making the latest generation of chemical tankers highly sophisticated and, by most measures, very safe. However, as the case of Ievoli Sun, which foundered off the French coast in October 2000, absolute safety can never be assured. Speaking at Lloyd's List's fifth international chemical tanker conference in London this past December, Jean-Michel Forestier, head of the Marine Technical Department at Bureau Veritas (BV), used the case of Ievoli Sun to examine what risks chemical tankers still pose to the environment and public health, reviewed recent changes in regulation that impact safety, and suggested important areas where operators need to take particular care.
