Aimed at promoting the safe use of chemicals, the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulation is arguably one of the most complex pieces of legislation to impact importers, manufacturers and distributors of chemicals to and within the EU. On November 30, 2010, the first phase of REACH compliance, which involved the registration of widely used chemicals and particularly hazardous chemicals with the European Chemicals Agency (ECHA), was completed. From that date, any manufacturer, distributor or importer of over 1,000 tonnes of a chemical a year was operating illegally if they had not registered them.
