Water meters may not solve drought dilemmas

During the current drought in southeast England, there have been loud cries for the introduction of universal metering as a further weapon in the battle to conserve water. Economist Dr. Colin Green of Middlesex University, argues that marginal cost pricing and metering do not save any water: it simply provides a signal to consumers. Economics is a religion and not a science, and so, like any religion, agreement with a number of beliefs is a condition of membership of the religion.
