The summary document should be of interest to any researchers and policy makers in the water resource community who have a background in, or are concerned with, problems associated with the use of western water for energy-related projects. There is emphasis in the summary version on the study design, the methodology, the legal findings and on additional research needs. The document suggest how decision makers can begin to implement the study's recommendations.
