Under the terms of the Lusaka ceasefire agreement, a new national Army, Forces Armees de la Republique Democratique du Congo (FARDC), was established with personnel from the old government army and former rebel movements and local militias. Under the old system, the president held the posts of minister of defense and commander in chief of the armed forces. As minister of defense, he exercised control over the armed forces through the Supreme Council for Defense, comprising the inspector general and the commanders of the three military regions, in addition to other high-ranking government and military officials.
