A manager with a Tulsa, Okla., oil and gas company has pleaded guilty to criminal charges related to the discharge of 4,700 gallons of crude oil into a tributary of the North Platte River in Wyoming (United States v. Cartaya, D. Wyo., No. 2:13-cr-00219, 2/14/14). Hugo Cartaya, operations manager at Nadel and Gussman Rockies LLC (NGR), pleaded guilty Feb. 14 in the U.S. District Court for the District of Wyoming to two criminal felony charges under the Clean Water Act, according to court documents. Cartaya is scheduled to be sentenced April 25 by District Judge Alan B. Johnson.
