TEA-21 Successor Tops Construction Agenda

As the 108th Congress begins its second session, lawmakers will have the doubly difficult task of passing several big, contentious bills within a schedule shortened by political party conventions and the November election. By far, the top 2004 Capitol Hill issue for construction is reauthorizing the Transportation Equity Act for the 21st Century. At stake is how much federal aid will go to roads and construction over the next six years, how that aid will be divided among the states and how the rules for running the program will be rewritten.
