New Orleans Disaster Blamed On Decades of Bad Decisions

In a report issued on the first day of hurricane season by the American Society of Civil Engineers, a panel of its experts gives opinions about what went wrong and why in New Orleans during Hurricane Katrina. While many technical and judgment errors are noted, the overarching recommendation is for policy-makers to stop promulgating misconceptions, half-truths and sound bites, and build new plans and policies on validated science instead.
