What's the state of the insurance/ surety market in the current economy? William S. McIntyre Ⅳ: With plenty of capital available and minimal redundant reserves, property/casualty profits are declining as we move into a buyer's market for most products-with one exception. While regulators are not necessarily increasing base rates, insurers are decreasing schedule credits, therefore the workers' compensation net costs, at least for midsize and small contractors, will likely increase this year.
