Signing off his first set-piece spending announcement as chancellor this week, Philip Hammond promised to "build a country that works for everyone". And amid the headline economic forecasts of higher borrowing and lower growth, it was clear that the new government sees construction - at least as far as housing and infrastructure are concerned - as central to its vision of creating a more productive Britain that is able to make a success of Brexit.
