According to the Supreme Court of Kansas, if an appeal of an appraisers' award is not filed within 30 days of the filing of the appraisers' report, the district court has no authority to extend the time limit. Rather, the district court must dismiss it as an untimely appeal. In 2009, the Unified Government of Wyandotte County/Kansas City, Kansas (Unified Government) initiated condemnation proceedings against property owned by James C. Woods (Woods). Court-appointed appraisers filed their report, fixing the amount of the award for the property on December 2, 2009.
