利用2002—2012年中国29个省的面板数据，采用投入导向的VRS‐DEA模型，对中国环境约束下的全要素能源效率进行了测算和分析。实证结果表明：中国全要素能源效率的变动呈现U型特征，东部地区能效水平高于中西部地区，中部地区在规模效率上较差而西部地区缺乏技术效率；全要素能源效率受产业结构、能源消费结构、能源禀赋技术水平的影响；第二产业占比越高，能源消费结构越依赖煤炭，能源自给自足率越高，技术水平越低的地区往往具有更低的全要素能源效率。%In this paper ,an empirical analysis is given on the total factor energy efficiency under the environmental constraints of china's 29 provinces in 2002 -2012 by using VRS‐DEA model based on the input orientation . The empirical results show that during the sample period , the total factor energy efficiency in china seems to follow a U shape curve ,the eastern region is the most efficient ,the central has a lowest scale efficiency while the western is poor in technical efficiency .The total factor energy efficiency is determined by the industrial structure ,the structure of energy consumption ,the resources talent and technology .A province w hich has a higher ratio of the second industry ,more depend on the consumption of coal ,richer in the resources and have lower technology tend to have lower total factor energy efficiency .
