公共政策文本的话语分析及城市规划话语建构的'后现代性'转向——以《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》为例

公共政策文本解读是公共政策话语研究主要内容之一,以中央城市工作会议颁布的《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》文本为解读对象,理解政府如何通过文本建构"自上而下"的城市建设的话语体系;围绕"是否推广街区制"引发的社会公众讨论,利用话语分析讨论过程中城市各利益主体的真实诉求.发现,城市规划类的公共政策在"中国转型"和后现代主义的影响下受到公众参与的挑战;现代主义城市规划在实践过程中,面对多元竞争和自由分散的现实需要进行"后现代性"转向.%Text interpretation is an important part of discourse analysis on public policies"The CPC Central Committee and State Council on further construction of urban planning and construction management views"promulgated on China's Central City Work Conference is read in this paper, to show how the government construct "top-down" discourse system of urban construction. Using discourse analysis in the social argumentation about "whether promoting blocks" finds the interests of the main urban stakeholders. this paper illustrates the challenges of public engagement in urban planning policy making process confronting "Chinese transformation" and postmodernism. On the other hand, modernist urban planning in practicing process should turns attention to postmodernism with multiple competition and free dispersed reality.
