区域产业转移中的内地工业开发区规划探索

摘要

从管理者不同的发展思路指导下前后两轮总体方案的对比，揭示区域产业转移条件对内地工业开发区产生的深刻影响，以及体现在总体规划方案上的积极转变。规划方案转变主要表现为开发区内在空间价值的优化与提升，包括发展定位、功能布局和环境的改善，力图打造一个更加顺应新产业形势的现代化综合性工业新城区。通过对该案例的实践与分析，尝试获得区域产业转移条件下工业开发区的发展规律和规划对策。%　　Throughout the contrast between two master plans directed by the different strategy of the supervisors, this paper indicates the deep influences to backland industrial area, and the positive evolution of the industrial area master plan. The evolution takes place in the internal optimization and the advance of the industrial space value, including the developing orientation, the function layout, and the environment, to make a new modern industrial town which adapts to the current trend. The paper tries to achieve some developing order and countermeasure of the industrial area planning on the regional industrial transition by the practice and analysis.
