基于全民法治思维背景下的法治政府构建

摘要

十八大四中全会公报指出，各级政府必须坚持在党的领导下，在法治轨道上开展工作，加快建设职能科学、权责法定、执法严明、公开公正、廉洁高效，守法诚信的法治政府，法治政府最终需接受民众的检验，因此全民法治思维的形成是法治政府建设的坚实群众基础，本文就是解读如何在全民法治思维背景下构建法治政府。%It pointed out in the Communique of the Fourth Plenary Session of the 18th CPC Central Committee that governments at different levels must implement their work based on the leader-ship of the Party and the rule of law, accelerating the construction of law-based governments with scientific functions, legal rights and liabilities, strict, open and impartial law enforcement, disin-terested and efficient work. Admittedly, they will finally be tested by the people, so the formation of national legal thinking is a solid mass foundation for a legal government construction. This paper will deal with how to construct a law-based government under the background of national legal thinking.
