为有效应对道路拥塞带来的救援难题,本文构建了拥塞条件下的应急物流选址模型。与传统应急选址模型不同,本文着重探讨在应急事件发生前公共部门与受灾影响区的不对称博弈行为,通过符合实际情况的假设,建立了基于道路拥塞的应急选址双层规划模型,并根据模型的特点设计了隐枚举-下降算法。通过某市构建应急中心的案例,分析了该模型的可行性。%This paper studied the bi-level programming location model based on the demand assigning in emergency.Differ-ent from the researches before,this paper emphasized the game behavior between the public sector and the people in disaster are-as.After building the mathematical model,the paper developed a proper algorithms implicit enumeration decent algorithms ac-cording to the bi-level model.Giving the case of a citys building a logistics center,this paper explained the feasibility of the al-gorithms through the theory and the numerical experiment.Finally,this paper gave a proper slution for the problem.
